It sounds like a mDNS or Bonjour discovery issue rather than a pure network connection problem. The printer's connected, but your devices can't find its service. Try rebooting your PC and phone AFTER the printer and router are fully back up.

Don't forget to clean the old paste off the heatsink too! Many guides only focus on the CPU/GPU die, but the heatsink fins get gunked up too.
